An EU licence shouldn't start any investigation at all - but an African one might.

When I was in Nigeria, one person I was working with had a Nigerian driving licence in the name of Elvis Presley and another person had a licence in the name of their dog, complete with its photograph and a tiny paw print instead of a signature.0
