Rotavater problems

I have just taken on a new allotment and in the shed is a rotavater. As far as I can make out it is a Manor 5 Mountfield unversal 4 stroke. The problem I have is getting it started. I've changed the spark plug but still no joy. There is old petrol in the tank.
Does anyone have any ideas on how I can get it started and also were I can find a manual?

For starters give it some new petrol.
