Could anyone tell me if the CC companys treat this transaction as a `cash advance` ?
say , as if i was gambling on line with a CC ..which im not !

Usually, yes.
However, there are one or two exceptions to the rule.
If you buy from M&S travel money with an M&S &more card, you'll get them at 0% (during a 0% intro period) and at your purchases rate, ie up to x days interest free (after any intro period).
Some card providers will waive the cash advance fee, but will still charge you interest (at the cash rate of 20%+) from day one.

With cash advance fees of 2-3%, 20%+ interest from day one, and finally the dreaded order of payments meaning this particular transaction is the last to be repaid if you have an existing balance, you may find it's cheaper to use an overdraft facility with your bank. Certainly worth a phone call IMO.0
