PC received. My cars been cloned.

Help please.


I have received a PCN from parking eye in Morecambe, Lancashire ( never been there in my life)I live in Cornwall! There are two photos on the PCN just showing head lights and a number plate showing my reg!

Ive phoned both Cornwall and Lancashire police forces and got a crime number and ive reported the cloning to the DVLA,

How do I word my appeal to ParkingEye as I'm sure they'll require some sort of proof?

    I am appealing this PCN on the basis that the offence did not occur. The vehicle shown in your PCN is not my vehicle - my vehicle has never been to the location stated on the PCN; in fact it has never even been to Lancashire! At the time of the alleged offence my vehicle was at XXXX location.

    There are two possible reasons for this error:

    1) My vehicle registration has been cloned; OR
    2) Your ANPR cameras have incorrectly read the registration mark of another vehicle and transposed it as my vehicle's registration mark.

    (Situation 2 is the most likely, however I have reported this to DVLA and the Police as a cautionary matter ... the crime reference number is XXXX).

    Please cancel the PCN with immediate effect. Otherwise you must provide a POPLA code so that I can appeal to POPLA using the above and other appeal reasons as I deem necessary.

    No further correspondence will be entertained.

    Yes but do not post a letter. That goes in online to PE and you won't get a crime number, that's only for real crimes.

    I really wish the press would not continue to peddle the idea that so-called "cloning" is a common problem. It most certainly is not.

    By giving what was known for decades as "ringing" a new name - that carries all manner of very negative connotations - the media have created a substantial range of mountains when in reality there is barely a molehill.

    If your secondhand car has never been reported as a write-off (assuming that you were wise enough to make use of the vehicle history checking services offered by the likes of HPI before you bought - other providers are available) then the chances of your car having been "cloned" are slimmer than your winning Lotto. (Legitimately written-off vehicles are "cloned" - or "ringed" - by their identity being given to stolen vehicles)

    Similarly, unless the registration plates have been stolen from your vehicle (and then used by local toe-rags to hide the identity of their inevitably temporary "pool car" so they can use it to commit crime) then there is almost no chance of your vehicle being cloned.

    As suggested by PG above I would absolutely guarantee that the situation has been created by a "misread" by the execrable ANPR systems used by PPC's. Don't be fooled by the fact that below the images of the vehicle's number plates there is what appears to be a blow-up of the number - this is created by the computer's crap OCR software (built into the ANPR system) spitting out what it thinks it has read.

    Now calm down and tell the PPC to take a hike. Why waste your time appealing to POPLA? They will take a month going nowhere. Tell the PPC that your vehicle has never been to the location ever and if they think so you will challenge the read-record of their software.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I agree, appealing to PoPLA is unwarranted. Tell them that, as your car was in Cornwll at the time of the incident.


    That should be the end of the matter, but if they persist, engage a solicitor and send them an invoice for you time.
    You never know how far you can go until you go too far.
