Cheapest site to BUY loft insulation

Hi,
Ive recently purchased a house only to find there is very little loft insulation. The problem I am facing when trying to get government funded insulation is that the loft has been converted into a room and because of this I cannot get any funding.
However there is still a large crawl space around room along the eve's which has very little/ no insulation. That along with the converted room doesn't have any insulation on the outside of the walls.
My question is - Where would be the cheapest place to buy 200-300mm thickness insulation for the flooring and also I was thinking of possibly attaching something similar to Airtech double foil on the walls of the converted room in the loft space.
I was told B&Q sometimes have buy 1 get 2 free deals on insulations around about now? Does anyone know if this is true?

The last time I got some it was Wickes that were the cheapest but I had to to a Google trawl to find out the pricing.Never under estimate the power of stupid people in large numbers0
