Home report value changed!

Hi All,
we have recently moved to Scotland from England, so we are new to the house buying game up here. We finally found a house, we were provided with the valuation report as PDF and after second viewing we submitted an offer and outlined the rationale for it. It was below the so called 'xx over price'. We were shocked to hear that our offer was rejected and that the valuation on the ESPC website is 10K higher for the property than the one we were supplied with. Both documents look exactly the same, same date, same signatures but the value of the house is estimated to be greater online. Nightmare...Is there an ombudsman I could turn to ? the surveyors are meant to be a reputable chartered firm and the estate agents ditto.
Any advice would be helpful. :eek:

The home report is prepared by an "independent" surveyor and is their best guess at the market value - it doesn't mean this would be an acceptable offer for the seller... In Edinburgh is very common for the sale price to exceed the home report valuation because the market is a bit nuts.
It's also common for the home report value to be revised if there is something that the surveyor wasn't aware of at the time for example with my place I've just sold the surveyor put a 2 and noted some damp/woodworm, however these were historical and had been sorted, subsequently it added 5k onto the valuation...This is a system account and does not represent a real person. The value of a house is what someone is prepared to pay for it. Not necessarily what some surveyor thinks.I can afford anything that I want.
