Tax Credits Issues

So I contacted HMRC about tax credits because my income had dropped significantly last year.
They told me to make a new claim using earnings for 2014/2015 even though my income would generate a nil award. And to then call them up once this happened so that I could provide income details for 2015/2016.
Nil award letter has arrived today so I called to provide earnings for 2015/2016 only to be told that I now have to wait for a renewal pack which could come anytime between now and July!!!!
How can that be right?

They are correct because we are now in a new tax year. If your claim had been made and processed before 6th April you could have updated an estimate for 2015/16.
The 2015/16 (last year) income can now only be updated with the renewal.
You can however provide an estimated income for 2016/17 (this year) at anytime.0 -
