I recently had experience with this issue and only after receiving advice from another accountant found out that if my accountant was chartered I could report him to ICAEW. This was the fourth accountant I took advice from so it is not advice that seems readily available but following this accountant's advice to write to the current accountant and give him 14 days to carry out the work or I would report him to ICAEW it worked and he started doing the work immediately after stringing me along for 7 months which caused me no end of stress and financial problems...

ICAEW investigate the firm the accountant works for so there is added pressure on them from their own boss to complete outstanding work you haven't been able to get them to do!
