Ground floor leasehold Council flat, damaged stack pipe, water leaking into my flat

Hi,
I have a leasehold Council flat. It is my understanding that the Council owns the main structural parts of the building; I just own the interior.
This afternoon I discovered the stack pipe that takes drainage from the flat upstairs and my flat is damaged at the base (due to age I think) and is slowly leaking into my flat.
I've not contacted the Council yet but before I do, I assume it is the Council's responsibility to repair this old cast iron stack pipe? Surely it's not my responsibly, even though it is in my kitchen?
Also, to work on the pipe, a lot of my kitchen units will need to be ripped out. I assume damage to my untis would be covered by my insurance or perhaps I can claim something from the Council?
Any advice welcome.

Typically, The stack pipes are the freeholders (council) responsibility. Your responsibility is up to the point of the stack pipe where your waste pipes discharge into it.Eat vegetables and fear no creditors, rather than eat duck and hide.0
