Neighbour didn't do party wall act, what to do?

I don't know if this is the right place to post this. I just wondered if anyone has been in a similar situation, and if so what they did.
We have had a very long running and extremely stressful boundary dispute with our next door neighbour who bought the house in October. We have been here 17 years. In a nutshell, he believed our garden was 8 inches wider than it should be. After spending money we don't really have on surveyors and solicitors it became apparent he was not going to back down and wanted to go to court. We were advised by our solicitor that we would probably win, but as judges hate boundary disputes going to court we would probably not get costs.
We agreed to split the 8 inches with him. We drew up an agreement, which amongst other things said he had to pay us compensation for the plants he had to destroy while digging his footings. He refused to do a party wall agreement,which he should have done.
So all the stress has meant his 9 metre extension is 4 inches wider. To achieve this, he has destroyed a mature garden border and left our garden looking like a building site.
He is now refusing to pay the compensation for the plants and for a garden bench he 'accidentally' set fire to.
He is refusing to tell us when he plans to finish the wall - one of our conditions is to paint it white.
He needs access to our garden to put the roof on. He refuses to tell us when this will be. The agreement we drew up said up to 2 weeks of access, but not consecutive days.
He has refilled our garden border with subsoil. We have asked him to replace this with the topsoil he removed.
When he dug up my plants he replanted them in his own garden. I called him a bully, and he now 'demands' an apology.
I am planning to go to the small claims court for the compensation. But what about the other things? At the moment I can't replant the garden.
He is vindictive. What he hols over us is that he will raise another boundary dispute over the front boundary, which he also believes is wrong. I just can't go through all that again, even if just the costs to assert the front boundary is correct
