PCN Parking Solutions rejected appeal

Hello, Just after a bit of advice please ... My partner has had a letter from PCN Parking Solutions as he was parked in a 90 minute stay car park for 7 hours whilst working on a building site.
He appealed as he was told by some of the people he was working with that there was an agreement with homebase for contractors working on a near building site to use the outer edges of the car park.
He's had another letter stating that his appeal has been rejected, but it doesn't mention anything about the agreement in the rejection letter, just says he was there too long.
What should we do now? He thinks he should just pay it, but I was wondering if its worth holding out to see if they take us to court. Are they likely to do so? Its for £60.
He's previously been to court against parkingeye and lost, but I could find loads of stories online about parkingeye doing this, I can't actually find anything for PCN Parking Solutions?
We had evidence last time too that his car should have been on a safe list and still lost... we don't even have that this time as it was just word of mouth and now loads of them have received letters. Luckily he was only there one day.

PCN parking solutions (po box 5419, hove, bn52 9an) is not the company that ticketed you google po box 5419, hove, bn52 9an and you will see that it is a money collecting company that the parking ticket company and many other "small fry" use inc Topher
you have infact asked the dept collectors to let you off.
they are members of the IPC , your other half needs to speak to the manager of that Homebase and ask the manager to get it stopped ,Save a Rachael

Never heard of Topher trying court that I can recall and if your OH has experienced a PE hearing and lost, he has little to fear from this lot:

HTH, sit tight as per the advice re IPC companies. Start searching instead for posts about Topher the parking firm, not about the random debt collector pen-pusher who cannot 'do' court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
