Ex-council redbrick or high-rise which is a better investment?

In 1999 I bought an ex council flat and ended up with a bill of £5000 for very minor works on the property (small block of 6 flats).
You can call the housing association who are now managing the block and ask if they have work in the pipeline, but that's not always accurate. When I bought my solicitor asked and they said minor works costing a few hundred in 2-3 years time, which ended up starting about a year after we moved in, so much sooner than they had told us, and at a much higher cost.
I personally would not buy one, it is just too risky, I have known many other people who have had terrible bills through much worse than mine.0 -
There was someone on here recently that had just bought an ex council flat and got a £20K bill for works.
Another thing to consider with the high rise, is if the lifts breakdown, you'll have an awful lot of stairs to climb.0
