house renovation may not have building control

Options
I viewed a house today .It was an ex council house that has been repoossed .Needs decorated new bathroom ect . The kitchen window has been extended to make patio doors but ,the head was not replaced .A downstairs toilet was added internally .The origional back door has been blocked up .
We are assuming there was no building control .

1 does this make the house unmortageable .

2 how difficult is it to get building control for work that has already been done (the toilet and blocking up doors .

3 would you run a mile from this type of property.

Ex council houses are usually good solidly built houses, I have two and they are great properties (both bought as repos).
One of mine has had the same work done - original door blocked up & patio doors added, I never had any problems getting a mortgage.
In fact I never asked about building control certs (bought it in 2009) as repossessed properties rarely have any documentation available. Also the work might have been carried out long before the certs were required.
Your homebuyers survey will pick up any problems anyway.

if you can spot any others in the street with similar work then "permitted Development" and worse case some remedial work or showing correct lintels used

got the feeling bricked up door and downstairs toilet would not be a problem anyway
