Buyer received a card for underpaid postage

I recently had to pay £1.50 to underpaid postage to pick up an item I bought from eBay. Mistakes are made. I lost the receipt so couldn't claim it back.0

Sometimes mistakes are made at the PO, also. My cousin received a wedding invitation by post and had to pay the fee for it. All other recipients of the same that she had spoken to didn't get charged.
It's surely always easier to claim back at the recipient's end, since they have the item to use in the measuring guides at the PO when they go in to challenge them. All a photograph of a sticker proves is that a charge was paid, not that it was wrongfully applied. Do RM accept liability for it and refund if it is obvious from a photo that the item had originally been accepted by a cashier whose responsibility it was to determine and charge the correct postage?0
