I need to stick cotton fabric to silicone , what type of glue should I use , bearing in mind that the silicone is 'non-stick'?

I don't know really......I think that even hot glue would peel off the silicone. You could try an epoxy glue but I would be afraid that it might melt the silicone
Can you get some small pieces to test out on before you go for it for real?

Try Sugru. I checked the Q&A on the website and it sticks to silicone:
https://sugru.com/questions/does-sugru-bond-silicone-to-siliconeThanks for your question T.D.! Sugru bonds well to silicone and should work very well with this project.
I've bought Sugru from Maplin electronics and Hobbycraft in the past.
