Ofcom's 'UK Calling' information campaign appears to have ended on 14 April 2016.
The former ukcalling.info website has been offline since that date.
The website promoted the various changes to freephone 080 and premium rate 084, 087, 09 and 118 numbers that came into effect on 1 July 2015.
The WaybackMachine at archive.org holds several older copies of the site.

Thanks for posting! This explains a lot! :-)0 -
I find it incredible that in the 14 months it has been available, barely more than six thousand people have watched the video explaining the changes.

Ofcom has replaced the 'UK Calling' website with two pages of information on the 'Ask Ofcom' section of Ofcom's website.
There is one page for consumers calling these numbers:
http://ask.ofcom.org.uk/help/telephone/ukcalling
and one page for businesses using these numbers:
http://ask.ofcom.org.uk/help/telephone/businesscalling
Elsewhere, this page compares the various 03 and 08 prefixes:
