Is this PCN council or private?!

Hi all,
My Mum received a parking ticket at the weekend and I am aware of the general process as I appealed a private ticket a few years ago but I'm struggling to work out if Mum's ticket is private or council.
The PCN was issued by Park Smarter, linked below, and is a Penalty Charge Notice. It says Enforcement Authority: High Peak Borough Council which is obviously what is making me doubt that it is a private ticket but the other terminology on the ticket seems more like private, as does the appeal section of the website.
Any ideas? Will pop over to pepipoo if I can get a steer on whether it's council or not! Seems a bit daft asking when it says council on the ticket but it doesn't look like any council ones I have had before.

For information if it turns out to be private and I get advice on this board, Mum was at a car park in the Peak District and there were no marked bays left so a few people were taking up coach bays, some were parked on grass verges and some were half and half. Mum parked on grass. Around half the cars seemed to get tickets on the grass but the half and half ones and those parked in coach bays didn't get tickets - she has photographs of all these.

We'd need to see (redacted) copies of both sides of the PCN. Scan/phot them, upload to Photobucket or similar then post links in a reply here. Any dispute/appeals guidance should be on the PCN itself rather than what the website says.
If it is indeed a Council ticket (some do use private firms for enforcement) then this might be better over at Pepipoo. (They's also need to see the same images).0 -

Looks like a council ticket, one quick question, for £25 is it worth challenging if you did indeed contravine thier rules, does parking outside bay lines get mentioned on the advertizing boards? answer honestly if so where you parked outside the lines?
