Flaky paintwork.

Suggestion to investigate/remedy this will be most welcome as it is of long standing.

This problem is in a room on a house outside wall close to and beside a window. The paint (emulsion) has a patch well above dpc but below sill that keeps on flaming off (over a period of months).
It does not seem to be dampness (but could very well be) possibly with moisture tracking across the cavity (no cavity insulation) in the region of the sill. There is a bit of cracking on the roughcast exterior.
However as it is a 1930s house also wondered if it might be a reaction with older paintwork underneath.
Any ideas how to resolve - the render will be repaired anyway but trying to get ideas of all potential causes to remedy them whilst I am at it.

    If there is paint flaking of it will be because of moisture working its way into the warm room.

    It could be that the cavity is bridged by debris or that moisture is using the window sill. It could even be a very wet subfloor or a poorly installed dpc.

    I would get the cracks in the render sorted first and make sure the window frame is sealed properly as these are the most likely causes.

    Those were my own thoughts too but hoped there might be a paint reaction thing going on that would be easier to fix - especially if it is a cavity problem!!
