Moving abroad- pension transfer after loosing uk residency

a good blend for OP is likely ...... pensions ( for after 55) and S&S isa's and cash savings.
so don't do a transfer . no need, as others have said.
save into pensions before and after Dubai , when you are in Dubai ,,,,"stash the cash" and you have choices to invest on your return to UK. max out your isa's as well if you can0 -

Were you focused on the "replace missed savings" aspect, or the "accept liquidity restrictions for tax efficiency" perspective?

They would get TR, if the contributions were made while still resident. Why do you think TR isnt important? They could save into cash, or equities outside of tax wrappers while non resident.
The OP did not say they had a need for liquidity, but everyone should have cash reserves in any case.0
