Why would a puppy need to travel that far without its owner or breeder?0

I wouldn't sell a puppy to anyone that I hadn't met in person and was unwilling to collect and meet 'mum'. In fact, I'd probably want to do a home visit, like rescues carry out.
Some breeders do insist on the latter and perhaps lose sales because of this, but the puppy has a better chance of a good home.0
