Under stairs toilet

We are thinking of installing a under stairs toilet which will fit in the available space. There is no window so will install outlet fan through the garage. Access to the soil pipe will have to be under the kitchen floor.
However we have a fuse box, alarm equipment and central heating pipes around part of the wall. We will box all these in whilst allowing easy excess via slim doors. Will it still be safe to plumb a toilet and hand basin.
A handyman suggested Saniflow toilet which would be easy to fit but our preference is to have a normal toilet and basin.

We moved our downstairs cloakroom to the back of the house and were relieved to get rid of our macerator loo and have a normal toilet! NB New location is under stairs - it was money well spent. Approx 4 days work for the builders to install the soil pipe, paid approx £1,900 including false wall and new triangular door opening for access to unused space below bottom of stairs. You'd need to have enough of a drop for the soil pipe to sit at a good enough angle to drain away to join existing drain.0
