0330 Calls

After searching round the general information is that calls to 0330 numbers are charged at the local rate such as 01 numbers. If this is truly the case then what does this mean as displayed on the samsung support page?
Who charges this 'set-up fee and what does it cost ?
If there is an extra fee then how can it cost no more than a local landline call ?
Calls to 0330 numbers are charged at a local landline rate + a set-up fee for BT residential customers.

Nope, they are absolutely correct. BT charges a 17.07p set up fee for chargeable calls - see the BT website here. Most if not all the other telcos (Sky, TalkTalk, Virgin etc) also charge set up or call connection fees. These only apply to calls outside any inclusive allowance.0 -

While that is true, the misleading part in Samsung's statement is it implies there is a set up charge in addition to the standard "local" landline rate when calling the 0330 number. It would have been more correct to state "Calls to 03 numbers cost no more than a national rate call to an 01 or 02 number and must count towards any inclusive minutes in the same way as 01 and 02 calls."
Furthermore, part of Ofcom's reforms mean that BT's rates no longer need to be specifically stated as BT no longer hold the fixed line monopoly they did a long time ago.0 -
A distinct 'local rate' (a lower charge for a local call) ceased to exist in 2004. Calls within the UK are no longer charged by distance.
Calls to 03 numbers are inclusive from landlines and mobiles else charged at 'geographic rate' - the same as calls to 01 and 02 numbers. This Ofcom rule has been in place since 2007.0
