MIL Collections - Letter Before Action

Driver received "letter Before Action" Letter from MIL collections and one a few days before purporting to be from Northwest Parking Enforcement but in fact coming with same barcode / postmark as letter from MIL. Have read the forums within MSE and PePiPoo and particularly the responses conveyed by GAN and HO87.
Background. In March 2015 .Driver parked for 20 mins in MCP carpark - Carlisle and displayed valid (for 2 hours @ cost of ) ticket. When driver returned to the half empty carpark PCN issued for parking outside the bay. Driver took pictures / one wheel approx 2 inches outside bay.
Driver Appealed to NWPE saying signage was poor and pointed to fact that the Notice was timed as being issued before arrival in the car park and valid ticket purchased. (Assume error by individual who issued ticket) when they responded they ignored both points raised and said notice was valid. and that they would not engage in any more correspondence. Driver had various letters from Zenith / DRP (same name on letters).
Planning on sending the response GAN suggested in similar circumstance - along the lines "you appear to have been misled / no debt exists / I cannot be expected to pay / please send me paperwork and contact details from NWPE / I will attempt to discover what this is about.
However also wondering if its worth covering point relating to "false instrument" i.e. letter from NWPE was actually from MIL Collections?
Would be grateful for any advice / guidance - thanks

the KEEPER has had letters from Zenith etc
etc
you need to get into the habit of non-disclosure legalese "speak"
if you have read gans and HO87`s posts then you should have a good idea on what to do, but I doubt that they used words like "me,myself or I", lol
cant advise you on "false instrument" but unless somebody says different I would stick to what gan and HO87 state0 -

@OP. Have a read of this PePiPoo thread which will no doubt give you some confidence that this shower can be blown into the dust AND you can take them for the costs of having to scrape them off the bottom of your shoe.

MIL can be beaten. And, no that doesn't mean they can be beaten after a seven hundred mile hike and a bloody battle but it does involve some effort and keeping your nerve. I know that is very easy for those of us who are at the coalface, so to speak, to say.
MIL's entire approach is based on a minimum of paperwork and a maximum of bullying and bluster. Having purchased a debt - that by the time it appears on a claim form is usually in the £175 to £225 range - for just £1 the investment of an additional £25 to issue court proceedings is chickenfeed.
Keep in mind that the vast majority of people will simply pay up the full amount. The greatest shame is that we know that their claims are built on sand - legally speaking - and every one of them could be fought and won. I understand why people pay up but all they are doing is perpetuating the practice.
