Not very fast broadband speed

I know it's a first world problem, but could I get some advice if poss please? 
My broadband speed is advertised as 8 mg in my area (rural village, 4 miles from an 'A' road.) It's copper wire broadband.
The exchange is 900 metres from my house, and my provider claims the speed is 8 mg. They do say UP to 8 mg, but when I asked, the chap on the phone said it should BE 8 mg.
It's been tested on five 'test your broadband speed' sites, and the download speed comes up at between 2.5 and 2.8 with upload speeds of 300 bits. The download speed is nowhere near 8. When I was on the phone, my provider said it's showing as 8 in my immediate area. So what's going wrong?
We have the router plugged into the main socket, and we have tried a new decent quality router and a new microfilter, and we don't really know what else to do.
Is this just typical of rural/copper wire? And do we need to accept it? Or is something wrong?
There are around 100 properties in the village, and it's about a 1.5 miles square IYSWIM in size. Not sure how many have internet, but when I log on, I see between 3 and 6 others around me (presumably within 100 feet maybe...not sure.)
Surfing is fine, and I can upload a pic (say to facebook) within 10 seconds, but downloading one song takes 5 minutes. My neighbour (a quarter mile away,) says it takes 20-30 seconds with his copper wire broadband.
Any advice? Is this the best we are going to get? or should I be moaning a bit more at them?

Plug the router in the test socket behind the faceplate of the main socket. This will disable any internal wiring that could have an effect. Leave the router turned on and see what happens over a few days.0

mine says "up to 8" , I get 4meg and I can see the exchange out my window

Hi. Thank you, but I've already done this. They suggested this on the phone, and I did it, and the router is in the main socket.mine says "up to 8" , I get 4 meg and I can see the exchange out my window

Hi. Thank you too. I know this too. However, the guy on the phone said it should be 8 mg. If he said 'well it can be between 2 and 8 or so, then that'd be fine, but he did say 'no, it should be showing as 8.'
What are phone pairs?How are you connected WiFI or Ethernet cable to PC .

You cannot test over WiFi.
It needs to be cable from the BT Master socket.
You could be getting 8 meg at the socket but dropping a lot over WiFi .
Due to overloaded channels router position etc etc .0 -
