Business rates refund?

Apologies for starting a new thread but I couldn’t find a recent one (unless I’m looking in the wrong place!).

Someone has told me that I don’t need to pay business rates and I would like to find out whether it is true. I have a small shop which is combined with living accommodation on same floor and also above (all one self contained property). We used to live at the address but no longer do. We have to pay 150% council tax for the domestic part as no-one lives in it and then the standard business rates. The rateable value is approx. £2250.

When I mentioned this to someone else with a similar property he said that he had been advised that refunds don't apply to semi-commercial properties.

Could I please ask whether anyone has any firm knowledge about this and what would be involved in obtaining any refund?

Is there a guide somewhere as to what is involved and what to do?

I really would like to get some definitive facts before I approach the local council.
