Housing Association Rent Overharge

Hi there,
I am looking for some advice please.
I have complained to my housing association for rent overcharges over 3 years.
In a nutshell my studio flat measured 21sqm not the 31sqm they said it was. They have not challenged my measurement. The rent being charged was £921 per month.
I have now moved to another flat in the same development which is bigger (28sqm) and yet the rent is £156 per month less.
Hence, I am complaining for rent overcharge of at least £156 per month going back 3 years.
If my complaint is unsuccessful where can I go to? The Housing ombudsman might be an option but if not would the small claims court listen to this dispute?
