So he's got £500 of free money for doing no work.
He's left with £1720 of work to do, for which he'll get paid £1220. I'm not surprised he doesn't want to turn up.
I'm not even sure how you could sue him, since you didn't pay him.
Find a roofer who wants to do the work.If it sticks, force it.

Thanks for all the helpful replies. He's promised this week. We've got a strongly worded letter drafted demanding the money back if it doesn't happen. Our names are on the receipt.

Get someone else to do it.
Why would you want to pay someone who behaves like this thousands of pounds of your money?
You made a mistake with the part payment thing, and now you have no easily enforceable claim for the £500 (because it wasn't your money).
