Housing Benefit query

Hello all members,
I need a advise on housing benefits, recently i moved in to one bed flat, which i took it directly from my landlord. It is a house which is converted into two one bed flats and my rent is inclusive all bills (council, electric, gas and water). landlord gave me written contract which states rent including bills (in writing council tax)
I have a son aged one and another one coming this month, now my question is am i be able to apply for housing benefit as i am struggling to pay rent on this property, bear in mind council tax and other bills are not on my name.
and if I do apply can it cause any problems for my landlord ? in terms of he hasn't told council about this converted flat.
I currently receving child benefit and combined child and working tax credit.
Can someone please help me on this issue.
Much obliged.

Yes you can apply.
As for it causing problem for your LL, that's not your problem. He/she should've informed all relevant people.
However it's unlikely to cause problem with the council, unless he didn't get planning permission0 -
Thanks for your prompt reply,
I am very relieved to hear that, that will be great help for me, now next question is that what documents do i need show that i am struggling to pay my rent. My bank statement is constantly on overdraft and i am full on my credit cards. so should i take them as a prove ?
Regards0 -
It'll be based on your income rather than your debts. I believe you will also only get help on the rental element, not the total including bills.
Have you tried a benefit calculator such as entitledto?0 -

As far as I'm aware, the benefit does not require you to be struggling, but to meet other requirements - which is the entitlement to HB
In fact your debt has very little to do with it0
