claiming working tax credits first time at work

Hi
My relative who was a homemaker until recently windowed has got back into work for the first time in a very long time.
She's doing part time work now and I think she may be entitled to working tax credit as she's a single mum and working just over 16 hours a week.
My understanding is that working tax credit applications must be submitted based on last years pay figures. For which she has none. Can she not apply from working tax credit now or should she wait until next year?

wtc will be calculated on the previous years income unless the current years income will be +/- £2.5k
When she applies, she will be awarded the maximum amount as her income was previously zero, however she must give them a realistic estimate of this years income so the figures can be adjusted and to avoid any overpayment0
