Failed identity check - any ideas?!

Hi there, desperately hoping someone might have a suggestion to help!

Essentially, I've recently failed two online identity checks when opening savings accounts with banks. After a bit of research, I've discovered that I won't have been credit checked for this, but that banks carry out a 'soft' check with credit agencies to see that I am who I say I am. Fair enough.

Concerned as to why I might have failed, I've signed up to view my credit reports. There was nothing glaringly obvious - I've got a big green tick for being on the electoral roll at my current address for well over a year, I've got a credit history linked to my current address (longstanding credit card, mobile phone account etc) and all my details are correct.

However, looking at the electoral roll section reminded me that when I registered the council accidentally put me on the register twice. When I got two polling cards in the post I contacted them and they removed one of the entries, and I thought no more of it. However, it now means that, according to my credit report, the most recent entry for that section is that I was added, added again, and then removed once. I think this must be what's causing the confusion, even though the agencies seem to give me a 'green' for being on the register.

Does anyone know how I might be able to conclusively find out whether this was the issue? Will the banks tell me? Or is there some kind of credit report expert I can hire to check over my file? And, does anyone have any bright ideas how I might be able to fix it? My concern is that this information is technically accurate, so perhaps won't warrant a correction by the agencies.

Currently I'm contemplating moving house so I can reregister on the electoral roll at a new address and leave this issue in the past! I'm reluctant to pay the rip off letting agency fees that this will incur, other than as a last resort.
