NHS GP Doctor Surgery advice

Hi there, realise it might not fall into exactly right category but by process of elimination its as near as there is 
In my 'catchment area' there is only 1 GP. Without going into to much detail I have basically lodged a complaint with the GMC.
Obviously I want to go to another doctor but surprise surprise was told as I don't live in the 'catchment' I cannot register (its approx. 3miles from me btw)
I didn't explain why I wanted to register but can they actually refuse me 'by law' so to speak given my right to have an NHS doctor???

Practices are free under PATIENT CHOICE to register patients outside their practice catchment areas but are not obligated to do so....0
