Social Services - Direct Payment

Im not sure if this goes here?
Any way my questions is regarding Social Services - Direct Payment
I rang them up to change my bank details and was told they can't do it and I need to be set up on a cashplus gold card (topup credit card), I have just activated it, everything went okay. After reading a few reviews, I started double checking the T&Cs, the accounts is charged a monthly fee & ongoing fees. So I rang the direct payments team and told them my concerns and was told that everything is okay and the fees will be payed by the local council, and was told that this was decided by the powers that be, that they will save money in the long run.
I said how can this save money, you have never payed any fees before on the bank account used for direct payments (as they were no fees to pay), she said its the powers that be decision to us cashplus gold (topup credit card), I never used the bank debit card to pay for anything and always was done on line. (so they was a paper trail). I informed her they was a direct payment balance in the new bank account and was told to use it up and or transfer it to the cashplus gold card and close the new account.
Im in too minds wheather to keep the new account I set up and transfer the money off the cashplus card and carry on using the account as I did before.

if the council are telling you that you have to use the cashless gold account, then that is what you must do.
they pay the money and you have to administer it the way they ask or risk having the payments stopped0
