Hi, I am in process of writing an appeal against the tribunal's decision on PIP based on error in law. I'm struggling to find template or format of the letter and how to address it to whom in order for my appeal to be considered at 2nd tier.
Can anyone help?
Thanks.

I believe this only covers the first tier tribunal and the OP is asking about the 2nd tier (Upper Tribunal)
I would strongly advise you to get some professional advice about appealing to the Upper Tribunal either from CAB (benefit specialist) or welfare advisor as there are very strict circumstances for which you can appeal.
If CAB can't help then they should be able to signpost you to someone who can.
If you have the inclination, the time, you can read the guidelines on this here:

It is very technical so you may wish to go straight to getting some professional advice.
Don't forget there are time limits (should be explained on your decision letter)0 -
I used to volunteer for CAB and they probably wouldn't touch a T2 tribunal unless you're seriously unable to afford any legal advice. They will most likely have a list of local lawyers and information on fees/legal aid for this sort of case.
Out of interest, which point in law have they failed to consider (if you don't mind me asking)?0 -
CAB have so few FTO's that a 2T or 1T would be unlikely unless 'Pro-Bono' barrister level specialist help was available and offered.Disclaimer : Everything I write on this forum is my opinion.
