Loft Conversion----HELP!!

Hi,
We live in a three bed Listed terrace.
We were looking to convert our loft into an office with permanent stair access.
Having had an architect look into it for us, it was established that we didn't have the space to install a staircase properly.
We then looked into a ladder access option but were told by the architect that it wouldn't pass Building Regs approval due to fire access routes etc.
I have since come across companies such as http://eco-lofts.co.uk/ who say they can create a loft office with ladder access with full Building Regs approval.
We're now confused. How is this possible/legal/safe!?

the rules vary depending on the number of storeys iirc

You need building regs approval if you're going to create a liveable space. Judging by their website most of their packages look like posh storage areas. It looks like for their "deluxe" package, they are relying on their conversions not being considered a liveable space (they offer a "habitable" package which requires a staircase but seem to imply this is only needed for bedrooms):

IMO they are sailing close to the wind around what is and isn't a habitable room. IMO an office that you use on a regular basis would be a liveable space but ultimately it would be up to your local building control officer.

We have room for a spacesaver staircase but it's not ideal to fit in with the house style.
It's a 200 year old cottage.
The rules seem a bit flawed. For example what's to stop you getting a conversion and convincing building control its for 'storage' only to then use it as an office.
Presumably thats how ecolofts get round it!?0 -
There's nothing really stopping you but you won't be able to advertise it as a habitable room when selling the house so the value it adds will be limited and of course the regs are there for a reason. Would you want to be trapped in the loft with no good means of escape in the event of a fire? Can you be sure your ceiling joists will bear the extra weight?0

The "regs " are predominately about revenue disguised as safety they hark on about them yet any fool can buy a chainsaw .....0 -
You can dangle from a rope ladder if you want ... But it won't cut the mustard when you need to escape from a fire ... Nor when you try and sell.0
