What other income comes into the house?
According to this https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/406247/LAC_2015_v2_acc.pdf
the amount of £24.90 is the amount required by someone in a care home for personal expenses. Obviously all other expenses are covered by the care home.
For someone receiving care at home there is a minimum income guarantee see section 140
