Have you tried speaking to your bank again - just on the off chance (as recommended in post number 2?). It's a long shot BUT the funds could actually just be ring-fenced and still sitting there all along.
As I mentioned before, if the customer services person from your bank is completely unaware of holds/ring-fencing then they're dangerously stupid as this is a very common thing, it certainly isn't "nonsense".
It's a long shot, but if it is your bank simply ring fencing the funds all along then you're going to look like a bit of a plonker, so be careful and explore all avenues before you continue with your twitter war.0
