Regularisation Certificate - Bathroom

Last year I decided to put another bathroom into my property. I spoke to a property developer who told me that all I need to certify is the electrical work that's been done.
So I started it, halfway through I needed to renew my mortgage. As a part of this, the potential new mortgage lenders sent over a guy to ensure my property was worth what I'd said it was. During the process he mentioned on the application that they'd need to see all certification for the bathroom. Turns out I needed permission to fit the bathroom.
The work actually carried out is absolutely minimal as it's directly over my other bathroom, no floorboards were even taken up, I've not got a bath in there - just a shower, etc. Anyway, I gave them full plans with before, after, etc and extensive photos, etc. As much as I could possibly give to make the job of issuing a regularisation certificate as simple as possible.
Still, no-one has come round to inspect it to take this further. I have chased up MK Council several times to find out what is going on and they assure me 'someone will be in touch'. This has been going on SIX MONTHS now and my partially built bathroom is like a building site (literally halfway through the tiling) and I'm anxious to get it completed but I've been told to halt all work.
Where do I stand legally on this? Surely there's a time limit or something? What do people suggest?

did you speak to the planning department or the building regulations department?0 -

You just need to phone the building inspector and ask him to pop over and have a look. You should have notified him in advance.
Alternatively you could get a certified plumber to inspect and finish the job, and he would put the certificate in to the council instead.0 -
I was put in touch with the Building Control Surveyor. Unfortunately, due to bad advice I didn't realise I needed permission to do it. Hey ho, I guess I'll just have to wait until an inspector turns up. The problem is, I've already done the floor and the pipework is below that for the drainage, etc. I can't really expose it or it'll be a nightmare...0

You don't need permission if it's replacing like for like in the same location, but you do when putting a bathroom in a new location.0
