Problems reclaiming PPI from Santander?

Santander wrote to me a couple of months back saying they owed me £130 in PPI from an old account I had with them.
I just had to sign a form and give details of a bank account so it could be paid. And then the problems started.
We moved address since that account and any mail from the house gets forwarded to us at the new address, so we had put down the new address on the form.
They phoned looking details of this new address and sent out another form for us to fill in before this could be paid, we sent it back a week later we phoned, "Never received it" They gave me an email address to scan the documents and email them, the email address bounces back, tried several providers they all bounce back yet thats all they kept saying was to email.
When they finally decided the email wasn't working they said take the info into a branch, so I did that they scanned all etc and said they would forward this on to the PPI department, once again not received, So again they sent out another form, this time I sent it recorded delivery, it got delivered but did not give a signature or name but once again they say they have not received.
I think we are getting palmed of here with rubbish, any idea on what to do now?

Re-issuing a cheque shouldn't be too problematic, although they may need proof of the new address again.Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. If they wanted morality or the view of the IoD or Bank they'd ask them.0
