Why didn't he just tell the operator that he had a puncture and was incapable of changing it?

I can not keep up with all the different sign in names and stories of outrage.

Thats the point - he seems to have changed it (or its a slow puncture and hes pumping it up) but has the expectation that the RAC should be paying for its repair.
