It does not need planning permission (unless conservation area or listed).
It needs Building Control Approval.0 -

It needs Building Control Approval.
Planning Permission is permission to make a change to the outside of a building or to change a building's use (eg home to shop) or to construct a new building/extension.
Building Control is to do with the quality, safety and standards of any work. So yes, your chimney removal must be done safely, which means according to regulations, and must be inspected and signed off. See
https://www.gov.uk/building-regulations-approval/when-you-need-approval
If you get a builder to remove the chimney, either
* contact Building Control at the council yourself, or
* make sure that as part of your written contract with the builder, he takes responsibility for obtaining Building Control sign-off.0 -

I hadn't clicked the link. But I see that it says:Planning Permission - unless the property is Listed or in a Conservation Area, Planning Approval is unlikely to be required, but it’s always worth asking the question.
