Telling the truth sounds like a plan.

You might or might not be fined, but the amount is unlikely to be life-changing. Sometimes, you just have to man-up and accept you made an error of judgement.

As someone who's on the flip-side of fly tipping from time to time, I'd be ecstatic if my council were as pro-active as yours. Last time I reported some, complete with documents from HMRC, I got the reply that it would be attended to "within 10 working days." With the high winds we were having, much of it would have been in the next-door council's area by then! :rotfl:
