Including a CL simply reinforces desperation for the job.
This and for a lot of jobs a waste of time, I haven't read a covering letter in 15 years of doing recruitment. A CV is more than enough for me too decide whether to invite for interview or not. I don't want to read a re-hashed version of your CV telling me how awesome you are.0 -

The only caveat being if you are applying directly (not through an agency) and they ask for a covering letter, send one. Only because otherwise they might rule you out for being unable to follow instructions correctly.
Not sure it much matters what it is in the covering letter even in those circumstances though. Unless the job entails writing advertising copy, or similar.0 -
I agree with a couple of comments on here - agencies don't care about cover letters at all, employers on the other hand (if recruiting directly) ask for them, with the exception of maybe councils etc. So... If applying directly, I will always put a "cover letter text" in the email, if going through agencies I don't bother.0

I find that the cover letter gives you the chance to explain why you think you are suitable for the job and want to work for that particular company which is useful if, on paper, you may not have the right level of experience or if your CV is "unusual".
When recruiting myself I have certainly paid attention to cover letters and know that my boss (and my boss before) have done the same. Getting a well-written cover note made me more likely to pay more attention to the CV than a standard one.0
