More to the point, a registered keeper cannot be held liable for a parking charge notice issued on land covered by bylaws. So one main issue is not to say who was driving after all this time.
You'll have to respond to a Letter before Claim if you get one and some would advise responding to ANY solicitor's letter, even if just to say:
... you are aware there can be no 'keeper liability' on Airport land and after all this time cannot possibly speculate who was driving three years ago! And state that you have researched and realise that UKPPO Ltd had no contract nor signs on site in that name and any photos were likely to be grainy CCTV images of the car in moving traffic, provided by Park & Fly, another agent with no ownership of the land. And you are aware that this was not a bylaws penalty either (which cannot be pursued beyond six months), so this smacks of an attempt at unjust enrichment by a third party several years after any real penalty should have been pursued under the bylaws by the Airport, had they felt there were grounds. You are not liable and will neither be paying nor attempting to name a possible driver three years later. So, they must cease and desist with this harassment.

But most solicitor letters are signed like that. It's normal for them, have you never noticed when using a solciitor for conveyancing or wills etc., that's how their letters are (in most cases).
Is the letter a 'Letter before Claim' or just a letter like any other from DRPLus, demanding money and saying we may recommend court action, blah blah?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't believe it's an LBC, however I'm not sure the difference? This is the initial solicitors letter, a breakdown of possible extra charges if it goes to court, saying to make a payment I should contact DRP to pay, not the solicitors directly. I'm stuck cause I do not want to wait for court papers really but I'm not sure if they will even come. It's also not at the top of my desire list to pay these wa****s for nothing but daylight robbery.

It should make it fairly clear, and should indicate action will occur if you don't pay by a given date. So "If payment is not recieved by ____, small claim papers *will* be issued".
It's not a claim if they are using wishy-washy terms like "Payment is required by ___ or the issue will be referred back to the client with the recommendation that action should be taken".0 -

It would be headed up 'Letter before Claim'. This one is not that, it is a standard misleading letter used by DRPlus themselves:
And if it was a LBC, it would match the images you will find on Google when you search for 'LBCCC Gladstones parking' or just 'LBC Gladstones parking'. Instead you will no doubt find it matches LOADS of other forum threads talking about a debt collector letter. Use Google images and read forum results containing that letter. I appreciate all of the help, it's great to see the stand we are putting up against these cowboys. I feel sorry for people such as the elderly or disadvantaged as I can imagine they fall victim to this daily without knowing to fight. Makes me sick!!0 -

Under the Practice Direction that is the procedure for a claimant to follow, yes.I reckon I'll ride this out, I'll obviously respond if I get an LBC with the advice above.
