Who should get compensation for delayed trains paid for by work?

Because the refund is for a ticket the company bought.
Yes but that misses the point. The company didn't want to travel from A to B, it wanted its employee to attend a meeting (or whatever it was). That happened.
If the refund is compensation for delay which eats into personal time, then it's entirely the employee who is 'put out' and thus it's fair they get the compensation.
There are certainly circumstances where it wouldn't be right: let's say you had a meeting in the morning and were going to be back in the afternoon for work. You ended up getting a delay meaning you didn't end up working the afternoon. I would say that is NOT something where you should morally end up better off.Says James, in my opinion, there's nothing in this world

I suppose it depends if it's called a refund or compensation as that's different things.0
