maybe so but doing it your way probably takes 25 minutes a drum, most people like me want proper tools that do it in under a minute hence my warning

anyway at least one person agreed it is dangerous because it is
    ho hum

Your way is under a minute but you lose a thumb?
Then do it the correct way in perfect safety like Ed said!
There's stupid, there's clever, and there's really stupid.

No such thing as dangerous operations, only inappropriate protective clothing ;)

Have to say that when I use a grinder I am more concerned about where the sparks go than the fact that it may suddenly rear up out of control ripping itself out of my hands, spinning in the air and taking a bite out of my thumbs.

Of course power tools are dangerous, so you have to use them properly, and wear eye protection as a minimum.

As to the OP, as you are only allowed a 0.5mm lip before the drum is worn out it would be fairly safe to assume that if there is a significant lip, the drum is worn out.
I want to go back to The Olden Days, when every single thing that I can think of was better.....

It took less than 3 minutes per drum using a small grinding wheel in a drill. If you don't take the lip off then the brake shoes get caught behind it making taking the drum off next time, near impossible without breaking something. Definitely, always grind the lip off.
