Epson Rx420-Scanning and Faxing Help, Please.S

I have tried to install fax concole, but can't make it work. I don't understand enough to know /understand WHY it doesn't work, as so much of the troubleshooting/help is just gibberish to me.
I have consulted the online guide and tried to follow the advice for the last 6 hours.
I have uninstalled and reinstalled this printer, which is SUPPOSED to include Epson Smart Panel, which will allow me to scan /fax the docs directly - but when I click Start>All programs>then to the 6 Epson listings, all but the first(and the crucial one in this case is Epson Smart Panel, as shown on paper instructions, too)ALL show Empty.
I have found the online guide, but cannot seem to scan or fax by any method and am completely wearied in my usual computer hopelessness way.
I have truly tried to follow directions for both faxing and scanning, as an alternative route to fax direct, and get nowhere.
I am desperate and feeling very low as yet another supposedly straightforward process floors me - and knowing that I am not a giver-up by nature makes it all worse.
I should add there never has been a disc for this printer and I have been told before that everything's 'already in there'.

Are you installing the Fax services and Epson printer from an administrator account or a limited account? To check this, click Control Panel - User Accounts. It will show your account name as either 'Computer administrator' or 'Limited account'. If the latter, click it and then 'Change my account type'. Reinstall the software and restart the computer.

Thankyou Chippy Minton - have done this, I am already Admin; shall now check your Faxing link, although I think I have been there today, when asked to fax a doc. in Windows application, but didn't know what was meant. Any document which can be printed can also be faxed. In whatever Windows application you're in (e.g. Word, Notepad, Internet Explorer etc.) click File - Print... and choose Fax as the printer and then Print. It will ask you for the recipient's fax number and whether to include a cover page.0
