PCN: Complain to retailer or straight to appeal? (edge case)

Hi, I've read stickied posts, and others. I have a nuanced case I'd appreciate thoughts on, thank you :).

I've received a PCN from G24, and am ready to send the IPC-style appeal letter, but wondered whether a retailer complaint is valid with this scenario:

-Parked at Homebase carpark 2 hours within their opening hours.
-Stayed for 2 1/2 hours more, after they close.
-Total ~5ish hours.
-No purchase made.

No other stores use this car park, but there is a 24h Tesco nearby.

Does this warrant a complaint directly to the retailer, or shall I skip this on the grounds of a sketchy story? Thank you.

    if you parked there for 5 hrs , 2.5 when they were closed , and spent no money with them , what grounds of appeal would you have with Homebase ?

    I wouldn't mention anything to homebase unless it actually helps your case.


    So, just send the IPC template about day 19 online or day 16-17 by post, first class from a Post Office and get a free proof of posting.

    Online or email appeal is best if offered by the PCN, obviously, because you can prove it was sent/received.

    Homebase is your best bet if you can honestly say you were browsing for a large purchase (e.g. furniture, a kitchen...) which explains why no purchase made yet you can still be a customer.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
