Did you book this directly with the hotel or via a travel agent or a UK based hotel booking website?
I assume that your credit card has already been debited with the cost of the hotel accommodation.
If you booked directly with the hotel then call them. Be very polite and explain that you have a serious problem and ask to speak to the hotel manager or other appropriately senior person. Explain your situation. Perhaps start off by asking for advice from them rather than directly asking for a refund. Say Monarch and Easyjet have cancelled all their flights. Ask how other UK holidaymakers are getting to the hotel etc. See how they respond.
If the hotel is a member of an international chain, contact their head office. Explain what has happened. Ask if this refusal to refund under such circumstances is the normal policy of (Sheraton/Hilton/Whatever) group. Say it is not the type of service you would expect from such a well known brand name.
If you booked via a UK travel agent or UK hotel booking website contact them in the first instance. Before you do that though, give a call to ABTA (Association of British Travel Agents). Again start off by asking for advice, the question being that if Monarch and Easyjet have cancelled all their flights there must be others in your situation and you don't know what to do.
Contact the Egyptian Tourist Office. Explain that you really really wanted to visit their beautiful country but now because these airlines have all cancelled their flights (no need to mention the word terrorism) you can't get to your hotel and the hotel is being completely unreasonable. Could they intervene?
I think that if you actually paid a hotel booking website or travel agent, the money in all probability is still with them and has not yet been passed to the hotel.
With regard to the insurance, what reason exactly was given by Monarch for the cancellation of the flights?
I do not agree with the decision of the insurance company.
