how do you get Tibet permit when you're in transit?

Booked on a flight to Lhasa via Chengdu . Tour co have organised my Tibet permit and say I will be met at Lhasa but I understand I need my Tibet permit to board flight in Chengdu. I'll be phoning tour co Tuesday but wondered if anyone had been in this predicament before?
