Anglian Water unpaid

I have a Halifax Reward account. I receive a £5 bonus each month. The balance is nil because I earn no interest. One of the conditions is that I have two direct debits. I transfer £14 each month on 21st to pay Anglian Water on 22nd each month. This has worked well for a while.
I received a letter from Halifax today saying that Anglian Water tried to collect £18 this month. Therefore it was "returned" i.e. not paid. I contacted the bank and they said there would be no charge for this from them. The bank also said that Anglian Water will probably try to take the money again three days later as this is common practice. On that basis Anglian Water will try to take the money again on Tuesday.
1) Will I be charged by Anglian Water for this? They open again on Tuesday.
2) Do Anglian Water try to collect "returned" direct debits again 72 hours later.

Annual rise in this case of 1.4% 2016-2017. Has your payment gone up £2pm and you have not allowed for the increase ?Disclaimer : Everything I write on this forum is my opinion. I registered for paperless billing last month. There is a new bill on there (I have just checked). It states that I will be paying £18 from 01/03/2016 until 01/03/2017.
Usually I would of got the bill through the post and reacted to it. Bad timing I to register for online billing I guess.0
